CITT Continues Anti-dumping Duties on Bikes

The Canadian International Trade Tribunal issued an order on December 10th following the expiry review of its order made on December 9, 2002, concerning bicycles and frames originating in or exported from Chinese Taipei and the People's Republic of China.

The Tribunal found that the dumping of the bicycles in question [with a value on or above FOB $225 Canadian] is likely to result in injury or retardation. The Canada Border Services Agency (CBSA) will therefore continue to impose anti-dumping duties on these products. The Tribunal also found that the dumping of the frames in question is not likely to result in injury or retardation. The CBSA will therefore no longer impose anti-dumping duties on these products.

The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.

Editor's Note: This is the fourth renewal of this anti-dumping order - more than for any other industry. At this hearing there was only one company - Raleigh Canada - requesting the renewal; all other industry members opposed it.
