In an unexpected landslide, UCI delegates voted out President Brian Cookson of Great Britain after a single term, replacing him with French candidate David Lappartient.  Lappartient took 37 of 45 votes to become the first French president of the UCI in 60 years.  Cookson had campaigned on his record of globalization of the sport and increasing women's participation, while Lappartient, the president of the French cycling federation, had talked about cleaning up corruption in cycling, including doping. Cookson is the first UCI president to serve only one term. Cookson was also dogged by recent scandals and bad publicity surrounding treatment of female cyclists at British cycling during his tenure as president of that federation.
