Cycling Canada (CC) is the recognized authority by the Union Cycliste International (UCI) on all aspects of cycling in Canada, including BMX, Cyclo-Cross, Mountain Bike, Para-Cycling, Road and Track. All staff are employed by CC to facilitate achievement of its long term vision and planned annual targets. All personnel are required to operate within the policies and procedures established by the Association's volunteer Board of Directors and are expected to act consistently with the Association's values.
Cycling Canada receives financial contributions from the federal government and other agencies, organizations and corporate sponsors, and is accountable for the disbursement and reporting of funds according to the contracted terms and conditions. Programs, activities and services are operated within the limitations established in an annual operating budget approved by the Board of Directors. CC staff is responsible to manage and administer the Association's finances and provide administrative support for all Association activity.
The Chief Technical Officer has the authority to take measures that are necessary for the strategic direction of the Association's high performance programs within the bounds of approved policy and annual operating budget for the Association.
As a member of Cycling Canada's Senior Management Team, the Chief Technical Officer (CTO) is responsible to lead and direct Cycling Canada's Senior and Next Generation High Performance Programs and Canada's performances at the international level in each of the Olympic and Paralympic cycling sports, in alignment with Cycling Canada's Strategic Plan.
Preferably, the CTO will be based at Cycling Canada's satellite offices at the Mattamy National Cycling Centre in Milton, Ontario.
The Chief Technical Officer reports to the CEO, and works in collaboration with the other Senior Management Team members who report directly to the CEO:
• Performance Development Director
• Marketing and Communications Director
• Finance Director
• Road Consultant
Staff reporting directly to the CTO (or the CTO's designate) are:
• National Coaches
• High Performance Operational Director HPOD)
• Performance Services Lead
• Pathway Development Manager
• Operations Manager of the Mattamy National Cycling Centre in Milton to be confirmed
Responsibilities & Duties
1. Lead and direct the development and oversee the implementation of Cycling Canada's High Performance Plan, in alignment with CC's Strategic Plan and the terms agreed to with CC's funding partners. This includes:
a) Overseeing the establishment of key performance indicators (KPIs) and targets for National Team programs;
b) Overseeing all coaching and technical staff to ensure roles, responsibilities, authority and accountability are clearly defined, harmonized, understood and carried out;
c) Developing a clear vision and philosophy for Team selection policies;
d) Ensuring optimal Daily Training Environments (DTEs) are in place for targeted programs, including Integrated Support Team (IST) services;
e) Overseeing the integration of development initiatives to ensure alignment with the High Performance Plan.
2. Work closely with the CEO & HPOD to foster cooperation and alignment with CC's partners and CC's vision.
3. Provides HP updates to CC Board of Directors
4. Manage relationships with CC's high performance funding partners; Own the Podium (OTP), Canadian Olympic Committee (COC), Canadian Paralympic Committee (CPC) and the Canadian Olympic and Paralympic Sport institute Network (COPSIN).
5. Recruit, manage and nurture the network of high performance coaches and CC high performance staff in collaboration with key performance partners (OTP, COC, CPC). This includes:
a) Overseeing the Performance Service Lead (PSL) in creating optimal program support through IST deployment.
b) Overseeing the development of individualized athlete performance plans for targeted athletes, in collaboration with National coaches;
c) Overseeing the evaluation of athlete results and performances and comprehensive gap analyses by Head coaches, and prescribing adjustments as needed;
d) Reviewing and approving the content and implementation of training and competition programs as developed by the National Coaches and program managers;
e) Identifying mentoring and professional development opportunities and overseeing their implementation for all National Team coaches and staff;
f) Monitoring and managing the ongoing coaching succession plans for the National Team programs.
6. Lead the development of the yearly High Performance budgets in collaboration with the CEO, CFO and HPOD to align with CC's overall financial vision.
7. Engage with CC's Board of Directors and volunteer committees, including:
a) Delivering regular High Performance reports to the CC Board of Directors;
b) Lead and direct the High Performance Committee;
c) Assist in recruiting members of CC's Sport Advisory Groups, as needed.
8. Lead and direct CC's Annual Own the Podium review and presentation.
9. Act or appoint a designate as team leader in all multi-sport Games and World Championships.
10. Represent Canadian cycling on international technical issues as required.
11. Collaborate with the Domestic Development Director on domestic technical issues as required
12. Engage with other Cycling Canada stakeholders as required.
13. When needed, support the Director of Marketing and Communication and the HPOD in the prospecting strategies around securing National Team sponsors and suppliers.
14. Be available for public relations or promotional appearances as required.
Qualifications & Experience
• A minimum of 5 years' experience in High Performance Sport at the Director level or higher
• NCCP level 4 coaching certification, or equivalent experience/education is prefered
• World class technical knowledge of all cycling sports
• Leadership experience in the Olympic and Paralympic Games environment and at World Championships is preferred.
• The ability to work in both official languages is an asset.
The Chief Technical Officer will be required to travel extensively to support National Team programs and national coaches both in Canada and internationally.
The following three (3) components will form the basis of an annual performance review conducted by the CEO:
• Attainment of pre-identified performance benchmarks as outlined the OTP Schedule B
• Fulfillment of responsibilities and duties identified in this job description
• Satisfactory attainment of pre-determined and mutually agreed upon competencies improvements areas as outlined in the annual performance review process
