New UCI Regulations After a proposal by the Material Commission (CD), the following rule modifications have been approved: 1.3.7 The bicycle will have a handlebar which allows the rider to ride and manoeuvre in all circumstances and with safety. 1.3.8 Providing they conform to the following criteria, handlebars such as delta, horn shape and triathlete with short clamps can be used exclusively in the following events - Individual and team pursuit, 500m time trial, record attempts (track), time trials (road). Forearm or elbow rests are authorized. In other races handlebars should be of classical style and the hand grips cannot be situated in front of the front axle. With respect to bladed wheels, studies are still being conducted and definitive decisions will be made for 1999 at the next meeting of the CD in January.
