The Quebec federation - FQSC - has issued a statement on the matter:

The Quebec Cycling Federation (FQSC) is deeply shocked by the doping confessions by Dominic Picard. By waiving his right to a hearing, he admitted having committed a doping violation, to which the Canadian Centre for Ethics in Sport (CCES) reacted with the usual penalties.

The analysis of a urine sample collected during a doping control conducted June 28, 2015, during the Coupe des Ameriques, has revealed the presence of clenbuterol and tamoxifen, two prohibited substances. The CCES has imposed a suspension of three years and nine months on the offending athlete in accordance with the World Anti-Doping Code. Thus the suspension, which began July 14, 2015 will expire on April 14, 2019.

"I do not understand that cyclists continue to use doping products. They prevent any satisfaction from their performance, compromise their health, and are likely to be caught eventually. And that's not to mention the lack of respect for other competitors, for whom equal opportunities were violated, "said Louis Barbeau, Director General of the FQSC.

FQSC wishes to reiterate its position on doping in sport; that is to say there is zero tolerance for this method of cheating that, in addition to distorting the sport, is also harmful, even dangerous to the health of those who resort to it.

Several initiatives have been developed to encourage healthy sport, including the campaign Roulez Gagnants au Naturel [Race Clean - Own Your Victory].
