The new junior men's world champion for individual time trial is Jurgen van den Broeck of Belgium. However, his winning margin over silver medalist Oleksandr Kvachuk (Ukraine) was a slim 44 hundredths of a second after 19.2 kilometres. Niels Scheuneman (Ned) was third. The only Canadian entrant, Jean-Sebastien Maheu, crashed and finished well back in 68th place. Another favoured rider, Jukka Vastaranta (Fin) never was in contention and finished 11th.

Kvachuk was the early leader, recording the fastest time for the first 4.5 kilometres, and the second fastest at the 13 kilometre mark. However, he faded at the end of this very tough circuit. van den Broeck started slower (4th fastest at 4.5 kilometres, 7.8 seconds down on Kvachuk), but was the fastest through the 13 kilometre, nearly 6 seconds ahead of Kvachuk. He also dropped off in the final section, nearly losing the world title in the final kilometre before rallying to win in the last few hundred metres..
