Moninger Receives 1 Year Suspension

The United States Anti-Doping Agency (USADA) announced Thursday the decision by a three-member panel of the American Arbitration Association (AAA)/North American Court of Arbitration for Sport (CAS) arbitrators finding Scott Moninger of Boulder, Colo., an athlete in the sport of cycling, committed a doping violation.

Moninger, 36, tested positive at a road cycling competition in Breckenridge, Colo. on Aug. 10, 2002 for 19-norandrosterone, which is prohibited anabolic agent under Union Cycliste International (UCI) rules. UCI is the international federation for cycling.

The AAA/CAS Panel suspended Moninger for one year from USA Cycling and UCI -sanctioned competition, beginning on Apr. 3, 2003. He will receive credit for the period of time that he was provisionally suspended, which began on Oct. 6, 2002. Therefore, Moninger's suspension concludes on Oct. 5, 2003.

In addition, Moninger is disqualified from his third-place finish at the event and also receives a fine of 700 Swiss Francs, in accordance with UCI rules.

USA Cycling, the national governing body for the sport in the United States, will carry out the sanction.

This is the sixth announcement issued by USADA in 2003. USADA became the independent anti-doping agency for U.S. Olympic, Pan Am and Paralympic athletes on Oct. 2, 2000.

USADA is responsible for managing the testing and adjudication process for U.S. Olympic, Pan Am and Paralympic athletes. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.
