Advocacy for Respect for Cyclists (ARC) has both praise and criticism for the City of Toronto in its first annual report on the state of cycling in the city. Bicycling in Toronto 2002-03 examines cycling conditions and the city's efforts to promote cycling. It grades the local government on its work in areas including street safety, deaths and injuries, bicycle routes and policing.

The report commends the city's network of cycling paths and its communication about cycling programs. It also notes the need for improvement in some crucial areas, such as creating safer cycling conditions on some of the most heavily used downtown routes.

Bicycling in Toronto 2002-03 is released during a crucial period for cycling in the city. Despite the recent release of two landmark planning documents that commit the city to reducing automobile use and improving cycling conditions, it is unclear whether the political will or funds exist to fully implement these goals.

ARC's report card is intended to inspire the city to improve its cycling activities, to applaud its achievements and to provide an ongoing record of the conditions cyclists face on a daily basis. The ratings are also intended to provoke cyclists and government to think about what makes a good cycling environment.

Bicycling in Toronto 2002-03 will be officially released on Wednesday June 4, 6:00 pm at Intersection, 761 Queen St. West.

The complete report is available as a pdf file (see above). The report is also posted on ARC's web site at www.respect.to.

About ARC

Advocacy for Respect for Cyclists is a cycling advisory group that was founded in 1996 with the initial aims of lobbying for a coroner's inquest and forming a legal defence fund for cyclists. Since that time ARC's mandate has expanded to include:
1. Lobbying, direct action and education on issues of cyclists' rights
2. Legal defence, support and advice for survivors of car-bike collisions, and for cyclists unfairly charged with traffic offences
3. Grassroots agitation directed at changing our society's dependence on the automobile.
